அனைவருக்கும் கல்வி திட்டத்துக்கான (சர்வ சிக்ஷா அபியான்) தனது நிதிப் பங்களிப்பை 65 சதவீதத்திலிருந்து 50 சதவீதமாக குறைத்துக்கொள்ள மத்திய அரசுமுடிவு செய்துள்ளது.
14-ஆவது நிதி ஆணைத்தின் பரிந்துரைப்படி, மாநிலங்களுக்கு அதிக அளவு வரிகளைப்பகிர்ந்தளிக்க வேண்டியுள்ளதைக் கவனத்தில்கொண்டு இந்த முடிவு எடுக்கப்பட்டுள்ளதுஎன்று மத்திய அரசு வட்டாரங்கள் தெரிவித்தன.மத்திய அரசின் இந்த முடிவுக்கு ஒடிஸா உள்ளிட்ட மாநிலங்கள் கடும் ஆட்சேபம் தெரிவித்துள்ளன.அனைவருக்கும் கல்வி திட்டத்துக்கு, கடந்த 2014-15ஆம் நிதியாண்டில் மத்திய அரசு ரூ.27,758 கோடி ஒதுக்கிய நிலையில், நிகழ் நிதியாண்டில் இந்த நிதி ரூ.22,000 கோடியாக குறைக்கப்பட்டுள்ளது குறிப்பிடத்தகக்கது.
In Tamilnadu, SSA is not at all necessary for students and teachers. It is an indirect agency for consuming the expenditure alloted by way of financial budgets every year. SSA is purely meant for spending money on the banner of improving teaching methods by various modules of training, and supervision over this training in every block, every month. The Govt. at the Centre and State allocate several funds every year, and those funds are purely and exclusively meant for Batta and Vadai/Coffee, Tea expenditure to the participants in training camps together with Travelling Incidentals too. This Govt. earns money through Tasmac heavily and spends luxuriously through this "ill devised SSA/RMSA training schemes and Departments.
