"கடந்த எட்டு ஆண்டுகளாக நல்லாசிரியர் ஊக்கத்தொகை உயர்த்தப்படாததால், தொகையை
உயர்த்தி வழங்க'' அரசு நடவடிக்கை எடுக்க வேண்டும் என்ற எதிர்பார்ப்பு
ஏற்பட்டுள்ளது. முன்னாள் குடியரசு தலைவர் டாக்டர் ராதாகிருஷ்ணன் நினைவாக
ஆண்டுதோறும் கல்விப்பணியில் சிறந்து விளங்கும் தொடக்க, நடுநிலை, உயர்நிலை,
மேல்நிலை, மெட்ரிக்., மற்றும் ஆசிரியர் பயிற்சி நிறுவனங்களில் சிறந்த கல்வி
பணியாற்றும் ஆசிரியர்களுக்கு நல்லாசிரியர் விருது வழங்கப்படுகிறது.
இந்த கல்வியாண்டில் 377 பேருக்கு பள்ளி கல்வித்துறை
அமைச்சர் வீரமணி நல்லாசிரியர் விருதுகளை வழங்கினார்.நல்லாசிரியர் விருது
பெறுவோருக்கு பதக்கம், சான்று மற்றும் ரூ.5 ஆயிரம் பரிசு வழங்கப்படுகிறது.
இந்த பரிசுத்தொகை கடந்த 8 ஆண்டுகளாக உயர்த்தப்படாமல் உள்ளதால், அதை
உயர்த்தி வழங்க வேண்டும் என்ற எதிர்பார்ப்பு அவர்களிடையே எழுந்துள்ளது.
விருது பெற்ற ஆசிரியர் ஒருவர் கூறும்போது: நல்லாசிரியர் விருது பெறும்,
ஆசிரியருக்கு 15 ஆண்டு அனுபவம், தலைமை ஆசிரியருக்கு 20 ஆண்டு பணி அனுபவம்
இருக்க வேண்டும். 1998-ல் நல்லாசிரியர் விருது ஊக்கத்தொகை ரூ.2 ஆயிரமாக
இருந்தது. 2007-ம் ஆண்டு இந்த தொகை ரூ.5 ஆயிரமாக உயர்த்தப்பட்டது.
அதன்பிறகு எட்டு ஆண்டுகளாக உயர்த்தப்படவில்லை.
விபத்தின்றி பஸ்களை இயக்கும் டிரைவர்களுக்கு ரூ.2 ஆயிரம், 10 ஆண்டுகளுக்கு
ரூ.10 ஆயிரம், 15 ஆண்டுகளுக்கு ரூ.15 ஆயிரம் என வழங்கப்படுகிறது.
அதே போன்று மாணவர்களை நெறிப்படுத்தி, கல்வி செயல்பாடுகளை திறம்பட செய்கின்ற
ஆசிரியர்களுக்கும் பரிசுத்தொகையை உயர்த்தி வழங்க வேண்டும்.
மத்திய அரசு சார்பில் நல்லாசிரியர் விருது 20 நாட்களுக்கு முன்பே
அறிவிக்கப்படுகிறது. ஆனால், மாநில நல்லாசிரியர் விருது அறிவிப்பு, இரண்டு
நாட்களுக்கு முன்பு தான் அறிவிக்கப்படுகிறது. இதனால், பஸ், ரயிலில்
முன்பதிவு செய்ய முடிவதில்லை. வாடகை காரில் தான் செல்ல வேண்டும். தங்கும்
செலவு, வாடகை கட்டணம் என ரூ.10 ஆயிரம் வரை செலவாகிறது.
இந்த செலவினங்களை குறைக்கும் வகையில், விருது அறிவிப்பை 10 நாட்களுக்கு
முன்பு அரசு அறிவிக்க வேண்டும். நல்லாசிரியர் விருது பெற்றவர்களுக்கு அரசு
சார்பில் எவ்வித சலுகையும் அளிக்கப்படுவதில்லை. பஸ், ரயிலில் செல்லும்
போதும் அவர்களுக்கு கட்டண சலுகை அளிக்க அரசு முன் வரவேண்டும், என்றார்.
Infact, selecting the good and apt teachers for this yearly award by the State Govt. is purely based on the recommendations of the District level Education Authorities for Govt. sector, and Correspondents/Managers for Pvt. & Diocese Teachers.
ReplyDeleteWhat is the yardstick assigned for selecting such GOOD TEACHERS from Govt. sector ? Now a days, all powers are vested with HMs from "Pay Claim & Disbursement" upto "Time-table allocation" in respect of Govt. Schools, whereas the Correspondents of Diocese Schools are having vast powers to recommend such teachers, who may be their own wives in majority of cases. In Pvt. Govt. aided schools also, the Manager / COrrespondent of the school has played a tricky role in recommending the teachers for this award.
1) What are the main fundamental factors for selecting such GOOD Teachers ?
2) Is it their Pass Percentage ? or Efficiency in Teaching ? or Regular
attendance ? or Good rapport with students and Parents ?
3) If efficiency is the task, who can measure this factor ? HM or Panel of HMs ?
Several HMs had studied their academic line through Tamil Medium, and they
are not having adequate stuff in their own subjects and other related
pedagogical curriculum too. They are not well versed in English Language
both verbal and written, owing to the fact that they are inferior to check or
measure the efficiency of the teachers under their control.
SHALL GOVT. OF TAMILNADU BRING THE SELECTION CRITERIA IN TRANSPARENT FOR "GOOD TEACHERS AWARD" EVERY YEAR IN TAMILNADU ON THE EVE OF TEACHERS' DAY CELEBRATION ?
