சிவகங்கை:பணிச்சுமை,ஆசிரியர்களுக்குள்
'ஈகோ' போன்ற சில காரணத்தால் அரசு மேல்நிலைப்பள்ளி தலைமை ஆசிரியர் பதவி
உயர்வை 40 சதவீத முதுகலை ஆசிரியர்கள் வெறுக்கும் நிலைக்கு
தள்ளப்பட்டுள்ளனர்.தமிழகத்தில்
அரசு, அரசு உதவிபெறும் மேல்நிலைப்பள்ளிகளில் 485 தலைமை ஆசிரியர்
பணியிடங்கள் காலியாக உள்ளன. 32 மாவட்டத்திலும் பதவி உயர்வு மூலம்
நிரப்புவதற்கான கலந்தாய்வு நேற்று நடந்தது.
பணி மூப்பு அடிப்படையில் 650க்கும் மேற்பட்ட
உயர்நிலைப்பள்ளி தலைமை ஆசிரியர், முதுகலை ஆசிரியர்கள் பங்கேற்றனர். 10
சதவீதம் தவிர்த்து 90 சதவீத காலியிடங்களை நிரப்ப நடவடிக்கை எடுக்கப்பட்டது.

கலந்தாய்விலும் பங்கேற்ற 40 சதவீத முதுகலை ஆசிரியர்கள் தங்களுக்கு தகுதி
இருந்தும் தலைமை ஆசிரியர் பதவி உயர்வை தேர்வு செய்யவில்லை. விருப்பமில்லை
என கடிதம் கொடுத்தனர். ' நலத்திட்ட உதவிகளை கொடுப்பது முதல், பிற
ஆசிரியர்களின் பிரச்னைகளை எதிர்கொள்வது வரை பல்வேறு சிரமங்களை சந்திப்பது, பணிச் சுமை போன்றவை பதவி உயர்வை தவிர்க்கும் காரணங்களாக உள்ளன' என, கூறுகின்றனர்.
மேலும்,விரும்பிய இடம் கிடைக்காத காரணத்தாலும் சிலர் பதவி உயர்வை தவிர்த்துள்ளனர்.முதுகலை
ஆசிரியர்கள் சிலர் கூறுகையில், “முதுகலை ஆசிரியர், தலைமை ஆசிரியர் பணிக்கு
ஏறக்குறைய ஒரே சம்பளம். தலைமை பொறுப்பில் இருப்பதால் பல்வேறு பிரச்னைகளை
சமாளிக்க வேண்டிய நிலை உள்ளது. சில பள்ளிகளில் ஆசிரியர்கள் இரு பிரிவாக
செயல்படுகின்றனர். இது போன்ற பிரச்னையால் தலைமை ஆசிரியர்களும் சிக்கலுக்கு
ஆளாகின்றனர்.இது போன்ற காரணத்தால் பதவி உயர்விற்கு தகுதி
இருந்தும்,கலந்தாய்வில் பங்கேற்று, விருப்பமில்லை என கடிதம் கொடுத்துள்ளோம்,” என்றனர்.
Infact, many PG Teachers, who are expecting HM promotion had relinquised their opportunity of becoming HMs, owing to following reasons.
ReplyDelete1) The Female PG Teachers are not allowed to take Boys' Hr.Sec. Schools,
whereas the Male PG Teachers are not allowed to take Girls' Hr.Secondary.
Schools, whether the schools may be sometimes very nearer to their
residence.
2) The Female PG Teachers are not willing to move out of their own native
districts, since they have to take care of their children and family members on
one hand, and school children on the other hand.
3) The HM posts in Hr.Sec.Schools are really the Head of Institution, but the
HMs are not entrusted with sufficient administrative Powers and discretionary
powers too. The sub-ordinate teachers are not controlled by HMs both
academic side and administrative side. The HMs can not take any
disciplinary action towards the erring teachers, who may perfunctory and
indisciplined in his teaching career.
4) If the HMs are desirous of reforming the school with strict discipline, the
students and teachers will never co-operate, owing to the fact that the caste
and communal factions among teachers and students are playing vital role
5) Teachers are having their own Unions and Associations. Primary & Secondry
Teachers, B.Ed. Teachers, and PG Teachers are having several Intra -
conflict " associations. They belong to certain factions, and regularly come to
schools late, leaving the schools early, spending their time leisurely in staff
rooms without taking alloted classes, and went on "On Duty" some times
during working hours. The HMs hands are tied with no administrative powers
for curtailing this unruly attitude of such teachers.
6) HMs are being burdened with heavy works such as "Distribution of Free text
books, Note Books, Uniforms, Free bicycles, Laptops, and other issues of
Scholarships, Registration Entry in Employment Exchanges, besides regular
works such as " Convene PTA Members, Supervision, Conducting Tests and
Examinations, Alloting Regular Study to Teachers, Maintaining Mid-day Meal
scheme, Claim and disburse the monthly wages to Teachers, Periodical
Entry on the Service Registers of Sub-ordinate Teachers etc.,
6) Although HMs are somewhat better paid than DEOs, it can not be acceptable
that HMs duties and responsibilities are heavier, while comparing to DEOs,
So as to encourage the PG Teachers to become the HMs through counselling every year, some of the snippets are given :
1) At Present all HMs are given financial powers as "Pay & Disbursement"
Officers, Similarly they have to be given both Monitoring and Controlling
powers to take "Disciplinary and Discretionary action" towards erring teachers.
2) Although all teachers are allowed to form Unions / Associations, those Unions
& Associations should not be recognised by Govt. at any time
3) The Union /Association involved Teachers are not to be given any On Duty
Permission"
4) All Govt. Hr. Sec. Schools should be converted to Co-Educational stream. \
5) A Rebel Student or an Obstinate Student, who creates vulgarity or nuisance inside the schools should be severely warned and suspended then. The HMs are empowered "Dismissal Powers" against the erring students.
The Govt. should realise the above points and implement the suggestions at the
earliest
