Following doubts arise on every teacher's mind about this year Counselling Process, owing to the fact that several changes are effected and some conditions are imposted for both Transfer Counselling and Promotional Counselling. .

1) What about the integrated Panel list of PGs, High School HMs, and PG
Teachers who are completing 2 full academic years after rejecting their chance
of promotional transfer ?

2) When will it be published ? Shall we expect this release atleast 3 days before
the PGs promotional Counselling on 31/7/2015 ?

3) Why did Govt. fail to upgrade the Middle Schools in to High School, and High
School into Hr.Secondary School, this academic year ?

4) Shall we expect the list of upgraded Schools and its subsequent sequential
counselling during Oct'15, as done in last year ?

The List of Vacant HMs together with the list of upgraded Schools, and imposing the condition of 3 years compulsory residential period in a particular school ... would pave way for easy opportunity of getting normal Transfer to Elders who have awaited for years and longing for movement from the existing District to their Parental District. However, the counselling process without the list of Upgraded Schools, would prevent the Teachers / HMs from choosing the minimum available schools within the District, wherein now working. Once the counselling process is finished, the next counselling for upgraded schools can either be conducted nor postponed to next academic year. Very rarely, as of last year-2014, the Promotion Counselling to HMs was conducted during NOV'14, for the list of Upgraded Schools. Since all the elderly HMs had already selected the schools and moved outside their parent District during General Counselling in June'14, they can be denied the chance of their participation in the upgraded schools counselling during NOV'14 (within 6 months), and hence in this context, the Juniors have bright opporunity to getting their promotional movement within the same District as per seniority, This is a lopsided practice and inequity in adopting the policies, which should be dispensed with immediate effect.

The Director of School Education should analyse the process of counselling and come to light without any contradiction in the process, and conduct the process smooth with transparency. Shall we expect such a transparent mode of Counselling Process this academic year, without the influence of money or pollitical back-up ?
