ஊதிய உயர்வு தொடர்பான கோரிக்கைகளை ஊழியர்கள் வைக்க வேண்டாம் என அரசு கேட்டு
கொண்டுள்ளது.தமிழகத்தில் அரசு ஊழியர்கள், ஆசிரியர்களுக்கு 2006 ஜன.,1
முதல் 7 வது ஊதிய மாற்றம் அமல்படுத்தப்பட்டது.
இதில் பல முரண்பாடுகள்
இருப்பதாக கூறி அரசு ஊழியர்கள் போராட்டம் நடத்தினர். இதையடுத்து ஒரு நபர்
குழு அமைக்கப்பட்டது. அதிலும் சில முரண்பாடுகள் இருப்பதாக கூறியதை அடுத்து,
3 நபர் குழு அமைக்கப்பட்டு 89 அரசாணைகள் வெளியிடப்பட்டன.
மீண்டும் ஊதிய முரண்பாடுகளை களைய வலியுறுத்தி அரசு ஊழியர்கள், ஆசிரியர்கள் போராடி வருகின்றனர்.தற்போது மத்திய அரசு ஊழியர்களுக்காக 7 வது ஊதியக்குழு அமைக்கப்பட்டுள்ளது.தொடர்ந்து
தமிழகத்திலும் 8 வது ஊதிய மாற்றம் செய்யப்பட உள்ளது. அதுவரை ஊதிய உயர்வு
தொடர்பான கோரிக்கைகளை அரசு ஊழியர்கள் வலியுறுத்த வேண்டாம் என, நிதித்துறை
கேட்டு கொண்டுள்ளது. அரசு ஊழியர் சங்க நிர்வாகிகள் கூறியதாவது: அரசின்
அறிவிப்பு அதிர்ச்சி ஏற்படுத்தியுள்ளது. ஊதிய முரண்பாடு உள்ளிட்ட
கோரிக்கைகளை வலியுறுத்தி ஜூலை 22 ல் மாவட்ட தலைநகரங்களில் ஊர்வலம், ஆக., 22
ல் வேலைநிறுத்த ஆயத்த மாநாடு நடத்த உள்ளோம், என்றார்.

ReplyDeleteThe State Govt. of Tamilnadu should form a wage committee to revise the existing salary structure and to waive off the current contradiction being experienced in Central Pay Commission recommendations. From the next wage commission, the State Govt. should constitute a separate committee and to fix the wage structure exclusive for Tamilnadu Govt. Employees, whether it may be on par with CPC or different from the perks of CPC. The perks and financial benefits to be accrued by every State Govt. Employees should be within the funds flow of Tamilnadu Govt. only. Shall we welcome this proposal ? If we welcome this proposal, we can never expect any contradiction from CPC at the Centre, instead we may get the salary equivalent to the fixation of "Existing Basic Pay" to "Revised Basic Pay".
We may think at a different connotation that the Central Wage Commission has been established to revise the salary structure of Central Govt. Employees of various categories applicable to all states covering the area from Kashmir to Kanyakumari. The objective of the central CPC is confined to the scope of working environment and output of Central Govt. Employees, which is exclusively based on the "Unique Posts" in all States, Besides, the increase / enhancement of salary through Central CPC is based on the financial strength of Central Govt.,,., whereas the increase or enhancement of salary is purely relied on State Revenue. This concept has to be taken note of by all State Govt. Employees, since 70% of the exchequer from State Revenue is being spent for Salary/perks of Govt. Employees of Tamilnadu.
In Central Govt. Schools, we can see that Teaching of Std. VI to XII is by Graduate B.Ed. Assistants, whereas the Vice Principals and Principals are holding the posts with PG with B.Ed. Qualifications. In this arena, the Secondary Grade Assistants have no role in placement for teaching in any of the schools like Kendrya Vidyalaya, Navodaya, and other Military Residential Schools. But in the case of Tamilnadu, we have so many categories in Teachers, like "Secondary Grade, BT Assistants, PG Assistants, Computer / Vocational Instructors" etc., whereas we have so many Administrative Categories Education Departments like :AEEO, DEEO, Dy.Inspectors, DEO, CEO, PAs to DEO/CEO, and Inspectors of Matriculation Schools, JDs, etc., Besides, this School Directorate is looked after by the IAS team of Officials in the Secretariate too.
Hence, we may think it over, and decide at this forum "We should have a separate Pay Commission, exclusively for Govt. of Tamilnadu" then only we may have wide opportunity to sort out the contradictions, discuss with officials, and eliminate all dimensions of wage parity and problems.
