தமிழ்நாடு பார்வையற்ற ஆசிரியர்கள் சங்கத்தின் சார்பில், சென்னை ஐகோர்ட்டில்
ஒரு மனு தாக்கல் செய்யப்பட்டது. அந்த மனுவில், ‘’ஆசிரியர் கல்வியியல்,
ஆராய்ச்சி மற்றும் பயிற்சி இயக்குனரகம் மற்றும் மாவட்ட ஆசிரியர்
கல்வியியல், ஆராய்ச்சி மற்றும் பயிற்சி நிறுவனம் ஆகியவைகளுக்கு
விரிவுரையாளர் பதவிகளுக்கு கடந்த 2009–ம்ஆண்டு ஆசிரியர் தேர்வு வாரியம்
அறிவிப்பு வெளியிட்டது.
மொத்தம் 195 விரிவுரையாளர் பதவிகளில், பார்வையற்ற
ஆசிரியர்களுக்கு வாய்ப்பு வழங்கப்படாது என்று விளக்க குறிப்பேட்டில்
அறிவிப்பு வெளியிடப்பட்டுள்ளது.
தமிழக சமூக நலத்துறை கடந்த 1981–ம்ஆண்டு பிறப்பித்த அரசாணையின் படி, அரசு
பணியில் மாற்றுத்திறனாளிகளுக்கு 3 சதவீதம் இடஒதுக்கீடு வழங்க வேண்டும்.
ஆனால், இந்த அரசாணைக்கு எதிராக மாற்றுத்திறனாளிகளுக்கு வாய்ப்பு
மறுக்கப்பட்டுள்ளது. இது சட்டவிரோதமாகும். எனவே விரிவுரையாளர் பணிக்கான
இந்த அறிவிப்பை ரத்து செய்யவேண்டும்.
இவ்வாறு அதில் கூறப்பட்டு இருந்தது. ‘’இந்த வழக்கில் தமிழக
பள்ளிக்கல்வித்துறை செயலர் சபீதா தாக்கல் செய்துள்ள பதில் மனுவில், ‘1
முதல் 5–ம் வகுப்பு வரை பாடம் எடுக்கும் ஆசிரியர்களுக்கு வகுப்பு எடுக்க
வேண்டிய விரிவுரையாளர், உடலை அசைத்து முக பாவனையுடன் பாடம் நடத்த வேண்டும்.
மேலும், களப்பயிற்சிக்கும் மாணவர்களை அழைத்துச்செல்ல வேண்டும்.
இவற்றையெல்லாம் சராசரியான நபர்களால்தான் செய்ய முடியும் என்பதால்,
பார்வையற்றோர், காது கேளாதவர் ஆகியோருக்கு வாய்ப்பு வழங்க முடியாது’ என்று
கூறப்பட்டு இருந்தது.
இந்த பதில் மனுவை கண்டு அதிர்ச்சியடைந்த தலைமை நீதிபதி சஞ்சய் கிஷன் கவுல்,
நீதிபதி எம்.எம்.சுந்தரேஷ் ஆகியோர் ‘பார்வையற்றோர் சராசரி மனிதரே கிடையாது
என்று அரசு தரப்பு பதில் மனுவில் கூறப்பட்டுள்ளது. தமிழக அரசு சார்பில்
இப்படியோரு பதில் மனுவை தாக்கல் செய்த பள்ளிக்கல்வித்துறை செயலர்
சபீதாவுக்கு கடும் கண்டனம் தெரிவித்துக்கொள்கின்றோம்.
இந்த பிரச்சனையை இப்படியே எங்களால் விட்டு விட முடியாது. இடஒதுக்கீட்டின்
கீழ் பார்வையற்றோருக்கு வழங்க வேண்டிய பணியிடங்கள் எத்தனை? அதில் எத்தனை
இடங்கள் இதுவரை நிரப்பப்பட்டுள்ளது? எத்தனை இடங்கள் காலியாக உள்ளது? என்பது
உள்ளிட்ட அனைத்து விவரங்களையும் அறிக்கையாக பள்ளிக்கல்வித்துறை செயலர்
சபீதா நேரில் ஆஜராகி வருகிற ஏப்ரல் 1–ந்தேதிக்குள் தாக்கல் செய்யவேண்டும்’
என்று கடந்த வாரம் உத்தரவிட்டனர்.
இந்த நிலையில், இந்த வழக்கு நீதிபதிகள் முன்பு இன்று விசாரணைக்கு வந்தது.
அப்போது, பள்ளிக்கல்வித்துறை செயலர் சபீதா நேரில் ஆஜராகி,
‘மாற்றுத்திறனாளிகள் குறித்து பதில் மனுவில் குறிப்பிட்டதற்கு நிபந்தனையற்ற
மன்னிப்பு கேட்டுக்கொள்வதாக பதில் மனு தாக்கல் செய்தார்.
பின்னர், அட்வகேட் ஜெனரல் ஏ.எல்.சோமயாஜி எழுந்து, ‘பதில் மனுவில் தவறுதலாக
அந்த வரி இடம் பெற்று விட்டது. அதற்காக அவர் (சபீதா) நிபந்தனையற்ற
மன்னிப்பு கேட்டுக்கொள்கிறார்’ என்றார்.
அதற்கு தலைமை நீதிபதி, ‘மிகப்பெரிய அரசு பதவியில் இருக்கும் இவர், தவறு
நடந்து விட்டது என்று கூறலாமா? அவர் உயர்ந்த பதவியில் உள்ளார். அவர் இப்படி
சொல்லக்கூடாது. பொதுவாக இவர் மட்டுமல்லாமல் பல உயர் அதிகாரிகள்
விதிமுறைகள் என்றால் அதை பின்பற்றுவது இல்லை. விதிமுறைகளுக்கு எதிராகத்தான்
செயல்படுகின்றனர்’ என்று கூறினார். பின்னர், வழக்கை முடித்து வைத்து
நீதிபதிகள் உத்தரவிட்டார்கள்.’’

ReplyDeleteInfact one should know that fact that How a blind teacher controls all students under his/her coverage ? Actually the regular healthy teacher is not able to control all the students inside the class and incapable of monitor silence and attentiveness. If a blind is assigned the teaching jobs, the students of Std. X, XI, and XII are totally spoiling their learning atmosphere, since the blind teacher doesn't know as to what happens inside the class room, and what students are doing inside the class.
ReplyDeleteHence Mrs. Sabitha, Secretary to School Edn. dept. said to high court of Madras, about the blind teachers job assignment was absolutely true and correct, and hence she couldn't have asked her pardon before the court. Rather she should challenge her wise decision in the supreme court. I shall personally appreciate her answer boldly and wise decision carefully, The judges should think all spheres of teaching assignment in the school premises and teachers commitment towards students. The talent and skills of a normal healthy teacher is not to be compared with a blind teacher. Now a days, most of the students community become uncontrolled, disobedience, rebellious, inflexible on one hand, and some may be drunkard, notorious, and desolate by all section in a society too. If a healthy teacher (normal human without handicap) finds difficult in handling High / Hr.Sec. students inside the class room, how a blind teacher can act perfectly and execute his/her teaching assignments effectively. One should understand that Teaching job is not only teaching, but it involves all round control of students, ensuring discipline, creating motivating environment, and moulding the students to the effective citizen of India in future. These facts are to be realised by all blind teachers that they are not equal to the normal human beings and they shall provide lopsided output to students with respect to teaching assignments and other related tasks. They shall be considered for other ministerial or stationary jobs in Govt.Services.

Deleteபார்வையற்றவர் ஐ.ஏ. எஸ் ஆகும்போது விரிவுரையாளர் ஆகமுடியாதா?இவர் மட்டுமல்லாமல் பல உயர் அதிகாரிகள் விதிமுறைகள் என்றால் அதை பின்பற்றுவது இல்லை. விதிமுறைகளுக்கு எதிராகத்தான் செயல்படுகின்றனர். பள்ளிக்கல்வித்துறையில் நடைபெறும் குழப்பங்களுக்கு முக்கிய காரனகர்த்தாவே இவர்தான்.

DeleteDear anonymous, I strongly disagree with your comment. I was fortunate to work with some visually challenged teachers. They have same teaching ability and classroom control. Infact, they are far better than some normal teachers. If the government thinks that they are not capable in teaching the teacher trainees, then, why the hell they allow them study B.ed, M.ed, Phd, etc. Please comment like a responsible teacher. Visually challenged people must be given opportunity.
